 na's third congressional district in 1994. He served eight terms, and 
 was chairman of the conservative House Republican Study Committee. Sha
 degg is a veteran of the Arizona Air National Guard, and served as a s
 pecial assistant attorney general in Arizona. A graduate of the Univer
 sity of Arizona, where he also received a law degree, he was the found
 ing director of the Goldwater Institute for Public Policy.  As author 
 of the Enumerated Powers Act, recently adopted as a rule in the House 
 of Representatives, Congressman Shadegg during his sixteen years in Co
 ngress stood for the idea of constitutional, limited government. Drawi
